STAR Voting

A Primer Series Article of the Congressional Elections Modernization Act (CEMA)

Voting today: Every vote is counted, but not every vote counts.

That sentence should bother you, and the reason it should bother you is that it is true. Under the voting system Americans use for nearly every election -- mark one name, most marks wins -- a large share of ballots cast in any contest do not shape the outcome. If your candidate loses, your preferences vanish from the result. If your candidate wins by a wide margin, your ballot was surplus to the victory. And if two candidates you liked split the vote between them, the candidate you liked least may walk away with the seat. The ballot asked for one piece of information -- your top pick -- and then the system threw most of those answers away.

The Congressional Elections Modernization Act replaces that ballot with STAR Voting -- Score Then Automatic Runoff. Instead of picking one name, the voter scores every candidate from zero to five stars, the way you might rate a product or a restaurant. In single-seat races -- including every U.S. Senate election -- the two highest-scoring candidates advance to an automatic runoff, and each ballot counts as a single vote for whichever finalist the voter scored higher. In the Act's larger, multi-seat House districts, the same scored ballot drives a proportional result: your share of the vote earns your share of the seats. One ballot design. Two jobs. Both built to make every vote count -- not as a slogan, but as a structural fact.


Where Your Ballot Ends Up

To see what the current system wastes, follow a single ballot through a typical election.

Imagine a district with one seat and five candidates. You mark your one allowed choice and drop your ballot in the box. From here, your ballot can travel one of several paths -- and most of them are dead ends.

The winning path. Your candidate wins. Your ballot helped put them over the top. This is the path the system was designed for, and it works exactly as advertised -- for the voters on it.

The losing path. Your candidate finishes second, or third, or last. Your ballot expressed a preference, but that preference shaped nothing. The winner was chosen entirely by the ballots on the winning path. Yours was counted, recorded, and ignored.

The excess path. Your candidate wins -- by a wide margin. The victory needed a certain number of votes to cross the finish line, and your ballot arrived well after that threshold was met. The win was already secured. Your ballot was counted, but it was not needed.

The split path. Two candidates appeal to the same voters. The support that would have been enough to win if concentrated on one of them is divided between both, and a third candidate -- one that most voters in the district would have placed last -- wins with a fraction of the total vote. The more candidates who enter the race, the smaller the fraction needed to win, and the less the outcome reflects what voters actually wanted.

These are not edge cases. They are the ordinary, predictable, structural outcomes of a system that asks each voter for one name and awards the seat to whoever collects the most. In a two-candidate race, roughly half of all ballots land on the losing path. Add a third candidate and the math gets worse: a winner can take the seat with 34 percent of the vote, leaving two-thirds of all ballots on paths that shaped nothing. In the lopsided districts that make up most of the country, the excess and losing paths together account for the vast majority of ballots cast. The system runs. The votes are counted. And for most voters, that is where it ends.

Vote splitting

When two or more similar candidates divide the support of voters who would have preferred either one over the other alternatives. The result can be a winner that most voters opposed -- not because voters chose badly, but because the ballot forced them to pick one and discarded the rest of what they thought.


Why the Choose-One Ballot Produces This

The dead ends described above are not accidents that better candidates or better voters would prevent. They are built into the structure of the ballot itself, and they trace to a single design choice: the ballot captures only your top preference and nothing else.

That means the system never learns that you would have been perfectly happy with your second choice. It never learns that you find three of the five candidates acceptable and one of them dangerous. It never learns that two of the candidates are, in your view, essentially identical. All of that -- the texture of what you actually think -- is lost the moment you mark one name. The ballot is not broken. It is too narrow. It asks a single question when the voter has a whole answer to give, and then it uses that thin signal to decide who governs.

The dead-end paths follow directly. Votes are wasted on the losing path because the system has no way to redirect your support to an acceptable alternative once your top pick is out. Votes pile up as surplus on the winning path because the system has no way to know that your second-highest-rated candidate could have used that support in a closer race. Votes split because the system cannot tell that two candidates' supporters would have been happy with either, and so it forces them to compete against each other for marks that can only go to one.

Every one of these failures begins at the same point: a ballot that listens to one thing and throws the rest away.


STAR Voting: How the Ballot Starts Listening

STAR Voting starts by asking the voter for more. Instead of picking one name, you score every candidate from zero to five stars. A five means full support. A zero means none. You can give the same score to multiple candidates, skip anyone you don't know, and express as much or as little nuance as you choose. The task is familiar -- it is the same zero-to-five rating tens of millions of Americans give to products, restaurants, and drivers without a second thought.

What changes is what happens next. The election unfolds in two steps, and they discipline each other.

Step one: the scoring round. Every score on every ballot is added up. The two candidates with the highest total scores advance as finalists. This is where your full judgment reaches the count. If you scored your top candidate a five and two others a three, all three scores helped shape which candidates made the final round. No ballot is ignored. No preference is thrown away.

Step two: the automatic runoff. Your ballot is now compared on the two finalists alone. Whichever finalist you scored higher gets your vote, and the finalist preferred by more voters wins the seat. This step guarantees something the choose-one ballot never could: the winner is the candidate that more voters actually preferred once the field narrowed to two.

The two steps cover each other. The scoring round prevents a candidate from winning on a narrow, intense base alone -- broad support across the whole electorate matters. The runoff prevents a candidate from winning by being blandly acceptable to everyone and the genuine first choice of no one -- majority preference between the final two decides. And because every ballot participates in both rounds, there are no dead-end paths. Your full set of scores helped determine the finalists, and your preference between them helped choose the winner.

This is not a minor adjustment. It is a redesign of what the ballot listens to and how the system uses what it hears.

Under the Act, single-winner STAR applies to every United States Senate election and to House races in states with fewer than three representatives. The Senate is a powerful and consequential body, and every one of its races is a single-seat contest. The pathologies of the choose-one ballot -- the dead ends, the spoilers, the winners elected by a fraction of the electorate -- apply to Senate races exactly as they apply anywhere else. STAR Voting corrects them in every one.


Proportional STAR: The Same Ballot, More Seats

In the Act's larger, multi-seat House districts -- three, five, or seven seats per district -- the same scored ballot drives a different kind of result. Instead of finding one winner, the system fills multiple seats in proportion to how the electorate actually voted. If a group of voters makes up forty percent of a district, that group earns roughly forty percent of the seats. That is proportional representation, and it runs on the identical ballot.

The intuition is simpler than the mechanics. Think of every star you gave as a token of support, and think of every seat as a prize with a price tag. The price is the same for every seat: the total number of ballots divided by the number of seats to fill. That price is called the quota.

The system finds the group of voters whose preferred candidate has the most support -- the most tokens -- and awards that candidate the first seat. The group pays the quota in tokens, and whatever support they had beyond that cost stays with them, reduced. They step back into the count with less weight. The system then looks again for the next strongest concentration of support among the remaining tokens and awards the next seat. This continues until all seats are filled.

Two things make this work fairly. First, the groups are not predefined. Nobody declares them. Nobody registers them. The counting formula looks at the scores on the ballots, finds clusters of similar preferences, and sorts them by strength. The groups emerge from what voters expressed -- not from what a party or a mapmaker decided in advance. Second, the formula is blind. It cannot see party labels, race, language, or geography. It can only count scores, charge the quota, give change, and count again. The proportionality is a natural consequence of the arithmetic, not an imposed rule.

The voter's experience does not change. You score candidates zero to five, just as you would in a single-seat race. You do not rank them. You do not need to know how many seats your district elects. You do not need to understand the counting formula. You give your honest scores; the formula does the rest.

Addressing Concerns

"Won't people just give five stars to their favorite and zero to everyone else?"

Some voters will. That is their right, and the system handles it. The automatic runoff is the safeguard: even if a voter scores only one candidate, their ballot still counts as a vote for whichever finalist they scored higher in the runoff round. Majority preference between the top two is recovered regardless of how voters use the scale. Voters who express gradations have more influence over which candidates become finalists; voters who don't are not punished for it. The system works better when voters use the full scale, but it does not break when they don't.

"I've heard of ranked choice voting. How is this different?"

The Act does not use ranked choice voting. The distinction matters, but the case for STAR does not rest on tearing down an alternative many reformers support in good faith. The relevant difference is structural: under STAR, the ballot asks for a score rather than a ranking, and every score participates in determining the finalists -- no ballot is eliminated along the way, and no preference is discarded because a voter's top choice was removed from the count. The scoring round uses all the information the voter provided; the runoff confirms the majority preference. The ballot is simpler, the counting is transparent, and no vote is exhausted.

"Can a system this different really be trusted at scale?"

Any new system should be subject to rigorous study, and the Act provides the institution for it. The Electoral Science Office is a national science body -- not an administrative one -- built to do for voting methods what the FDA does for drugs and NASA does for space: establish a research pipeline for testing, measuring, and publishing how these methods actually perform. That matters most for the proportional counting methods the Act introduces, where the algorithms need to be studied openly and held to a public evidence standard. The ESO publishes its work, makes its data available to anyone, and builds a permanent scientific infrastructure around the question of how votes translate into representation. Elections themselves remain locally administered. Trust is earned through science, not familiarity, and the Act builds that science into the system.


What This Does and Does Not Reach

The Act applies STAR Voting to all congressional elections: every House race and every Senate race. It does not reach state or local elections, though the same method is available to any state that chooses to adopt it. The voting method is one part of a larger design. Hands-Off Mapping draws the district lines by formula so no one can manipulate them. House Expansion adds the seats that make multi-seat districts large enough for proportional representation to work. Full-Field Elections ensures every qualified candidate reaches the general election ballot, so the full field is before every voter. And The Electoral Science Office provides the institutional backbone that keeps the system transparent, auditable, and honest.

The proportional method cannot do its full work alone. Without enough seats, the districts are too small for proportional outcomes. Without formula-drawn maps, the district lines remain a target for manipulation. Without a full field on the ballot, the scoring method never meets the range of candidates it was designed to handle. The components need each other. But the ballot -- the instrument the voter holds -- is where the change begins. Everything else the Act builds exists to make sure that what the ballot captures is faithfully translated into who governs.


Conclusion

The choose-one ballot asks too little and wastes too much. It captures a single preference, discards everything else the voter thinks, and then structurally guarantees that most of even those thin signals will not shape the outcome. The dead ends are not a failure of execution. They are the design.

STAR Voting replaces that design with one that listens to the voter's full judgment and uses all of it -- in the scoring round that finds the strongest candidates, in the runoff that confirms the majority's preference, and in the proportional count that turns a community's share of the vote into its share of the seats. The other changes the Act makes -- the expanded House, the formula-drawn maps, the open ballot, the independent Electoral Science Office -- exist to give this ballot the conditions it needs to deliver what it promises.
